Description |
Purpose of Funding
A settlement reached between the New Jersey Department of Environmental Protection (“NJDEP”), NJDEP’s Commissioner, and the Administrator of the Spill Compensation Fund and Solvay Specialty Polymers USA, LLC (“Solvay”) addresses per- and polyfluoroalkyl substances (“PFAS”) contamination allegedly associated with Solvay’s facility located at 10 Leonard Lane in West Deptford. The settlement was approved by the Law Division of the Superior Court of New Jersey, Gloucester County, on March 1, 2024 (“Settlement”). That settlement is now final and may be viewed on the NJDEP’s webpage dedicated to the Solvay Settlement: https://dep.nj.gov/solvay/
Pursuant to the Settlement, Solvay has agreed, among other things, to fund Remedial Projects which may include:
Providing treatment, operation, and maintenance of treatment for all Public Supply Wells listed in Appendix C sufficient to reduce the concentrations of PFNA to 13 ppt, PFOA to 14 ppt, MFS to the MFS Groundwater Standard, and BFS to the BFS Groundwater Standard, including reimbursement for costs previously incurred by municipalities for such purposes.
Source of Funding:
Funding from the Settlement entered into between NJDEP, Solvay Specialty Polymers USA LLC and Arkema Inc, is available to support PFAS Remedial Projects.

Who is Eligible:
Public Water Supply Systems identified in Appendix C of the Settlement are eligible to apply for funding under this grant program.
Qualifications Required for Consideration:
Projects funded under this program must provide treatment, operation, and/or maintenance of treatment to reduce the concentration of PFNA to 13 ppt, PFOA to 14 ppt, MFS to the MFS Groundwater Standard, and BFS to the BFS Groundwater Standard. Reimbursement for costs previously incurred for such purposes are eligible.

Applications may be submitted at any time via NJDEP SAGE within the period listed.
